The issue has been resolved.

Due to maintenance in a third-party provider, Playwright checks are experiencing increased failures downloading the dependency cache in us-west-1 N. California. Affected users will see increased check run duration and checks reporting "Attempting to download the cache failed". Affected check runs should fall back to installing dependencies via the configured package manager, but in some cases this may fail as well due to NPM experiencing increased latency. Browser checks using snapshot testing are also affected.
